Rivers to Computerise Payroll

The Rivers state government has concluded arrangements to computerize its pay roll to curb the syndrome of ghost workers. Governor Celestine Omehia declared this yesterday when members of the State Joint Public Service Negotiating Council led by its chairman, Comrade Menele Nzidee visited him at Government House, Port Harcourt.

Omehia explained that the only way to eliminate or reduce the incident of ghost workers in the state civil service is to computerize the system of paying salaries, and warned that any one found to be aiding and abetting defrauding of the government would be prosecuted. He noted that the incidence of ghost workers had caused the state government to lose huge sums of money, and assured that within the next one year the issue would be eliminated or reduced to the barest minimum.

The governor also told the workers that the state government would within the next six months roll out a new transport scheme for the city of Port Harcourt. According to him, the ministry of transport has already been directed to delineate the routes and new bus stops to be built by government, pointing out that the vehicles would be marked according to their routes.

Omehia, who described the civil service as the engine room of government activities, said his administration placed emphasis on training and retraining of civil servants to enable them make necessary inputs into the planning and execution of government's policies and programmes. He stated that the civil service commission had been granted approval to commence promotion of qualified officers, adding that workers who are also due for training would be given the necessary support to do so.

On the renovation of the state secretariat, Governor Omehia directed the information and special duties commissioners to assess the extent of work and report to him to enable the workers presently staying at the Olympia Hotel to move back to their offices.

Earlier, the chairman of the State Joint Pubic Negotiating Council, Comrade Menele Nzidee had commended the governor for the restoration of peace, law and order in the state, emphasizing that the entire civil servants condemned the call by some unpatriotic persons for an emergency rule. Comrade Nzidee appealed to the government to probe the continued existence of ghost workers in the state's payroll.
